Builder Programs
The goal of E-Star Builder Programs is to advance energy efficiency
in housing and create value for builders that can easily be passed on
to their customers. E-Star Builder Programs can assist builders who
wish to construct higher performing, energy-efficient homes, while increasing
both consumer demand and profitability from the sale of such homes.
The E-Star Builder Programs fall into three areas: Home Energy Rating
System Provider; Education, Training, and Technical Support Services;
and, Sales and Marketing Support.
Home Energy Rating System
Provider
As a Home Energy Rating System (HERS) Provider nationally
accredited by the Residential Energy Services Network (RESNET), E-Star
Colorado provides builders with quantitative and verifiable data on
the homes they build.
Rating Reports. E-Star, trains, certifies and oversees
the activities of Raters who measure the energy performance of new
and existing homes. The result is a Home Energy Rating Report, which
certifies the energy performance of an individual home. The E-Star
rating program is accredited by the Residential Energy Services Network
(RESNET), a national regulating body for home energy rating systems.
In addition, the rating can be used in some jurisdictions to demonstrate
compliance with a building code. E-Star is also a Partner of the
U.S.
EPA ENERGY STAR®
Program. An E-Star energy rating can be used to qualify a a new
or existing home as a U.S. EPA ENERGY STAR labeled home. The home energy
rating is a prerequisite for homebuyers interested in either Energy
Efficient Mortgages (EEMs) or Energy Improvement Mortgages (EIMs).
Quality Assurance. Quality assurance is paramount,
and all Raters in the E-Star network are subject to ongoing field
and paper reviews of their work. Quarterly or monthly reports on home
energy rating scores can be provided to builders upon request.
ORRIS and Rater Contacts. Ratings can be ordered
on the E-Star Web site through the Online Request for Rating System
(ORRIS) or by contacting any listed Rater directly.
Education, Training, and Technical Support
E-Star
offers builders a variety of means to increase the technical competency
of builders and their staff.
Super Rating. An E-Star Super Rating provides a
builder with an extensive analysis of their plans, construction practices,
and cost-effective suggestions on how to meet desired goals.
Building Codes Compliance Training. Funding from
the U.S. Department of Energy distributed through the Colorado Governor's
Office of Energy Management and Conservation allows E-Star to provide
training on energy efficiency-oriented building codes. E-Star technical
staff can also work with builders on specific code compliance issues.

works to bring in nationally known speakers and trainers to give builders
access to cutting edge construction industry issues.

building practices by offering innovative and effective sales and marketing
programs.

Performance Home seminars that educate recent and prospective purchasers
of builders’ homes about the basics of building science and
energy efficiency. This helps drive consumer demand and increases
profitability for participating builders. The Consortium is only open

implement construction techniques as recommended by the U.S. Department
of Energy’s Building America program.

and provides homebuyers with great rates and exceptional service.
Builder Awards. Through the annual New
Millennium Builder Awards, E-Star recognizes those builders
who have shown exceptional leadership in their market segment
towards advancing energy efficiency in housing.
Use of Logo. Although E-Star is not a branding program,
any builder may use the E-Star logo if they so choose provided ratings

to the consumer. E-Star’s
